Councillors and residents were up in arms at plans to create a permanent gypsy site at Efford Warren, Plymouth.
Plymouth’s Labour group councillors also said they would fight other plans for permanent sites at Plympton and St Budeaux.
Labour councillor of Efford and Lipson, Andy Kerswell, said: “It’s war. I would go to the extent of saying it’s war.”
